For the first time in his tenure Youngstown State football coach Doug Phillips and his staff will have to make player cuts.

A new NCAA rule only allows 110 players on FCS teams starting this coming season. In the past the Penguins have carried upwards to 127 players.  The FCS did not have a limit on players in past years.

"This year we have to follow the NCAA rules meaning we're going to have a 110 roster cap," said Phillips entering his sixth season.

He admits the changes are going to be tough adding the staff has to decide who can help us on offense, defense and special teams.

"Discussions are personnel happen every day during spring practice," he added.

FBS programs can carry up to 105 players this season down from 130 last year.

The new rule will impact walk on players as fewer spots will be available for non-scholarship players hoping for a spot on the team.
