A woman has been charged in Warren after six dogs and two cats were discovered living in "horrible conditions" at a home on Willard Avenue in Warren according to a Facebook post from Jason Cooke, President of Healthy Hearts and Paws Project in Warren.

According to the Facebook post, Warren PD requested Cooke to assist in an early morning recovery of animals within a residence on Willard Avenue in Warren, including two cats and six dogs.

Cooke shared pictures of the recovered dogs and the state of the residence when he arrived on Facebook.

When Cooke arrived, he saw that the animals were living "amongst layers upon layers of trash and feces" according to the Facebook post by Cooke.

A police report further described the conditions of the home noting a strong odor of urine and feces when standing on the front porch. Police say feces was found on the floor and on top of counters and that one of the dogs was covered in feces.

The animals had no access to water, or litter boxes for the cats, and the only supply of food that responders could find was a bag of dog food torn open on the floor.

Cooke was assisted by two Healthy Hearts and Paws Project volunteers, Jo and Kristen, to safely recover the six dogs over the course of three hours.

Cooke tells 21 News four of the dogs are in foster homes and the other two along with the two cats are still at the shelter.

21 News spoke with Cooke who indicated that the resident of the home, identified as Kathy Lapmardo, was allegedly on vacation and had contacted neighbors to care for the animals.

When Cooke spoke with neighbors, they indicated that they hadn't received any such instructions. According to the police report, the neighbor did not even know Lapmardo was on vacation.

Police say Lapmardo has been on vacation since March 3.

A Warren Municipal Court employee told 21 News Lapmardo has been charged with seven counts of animal cruelty with charges being filed Monday morning. No arraignment information is available at this time.
