Youngstown expungement clinic helps residents remove barriers to a fresh start

A second chance can change a life, and United Returning Citizens (URC) is working to provide that opportunity through its free expungement clinic in Youngstown. Held on the first Thursday of every month, the clinic assists individuals in clearing eligible criminal records, removing barriers to employment, housing, and financial stability.

URC Executive Director Dion Dowdy emphasized the importance of these services, stating that everyone makes mistakes but deserves the opportunity to move forward.

“Having access to a job that pays a livable wage or securing stable housing can change someone’s entire future,” he said.

Thanks to an $86,000 grant from the city, URC has been able to expand its impact. Third Ward Councilwoman Samantha Turner, who played a key role in securing the funding, highlighted the importance of community-driven support.

“Organizations like URC don’t just help people clear their records—they walk them through every step of the process and find alternative solutions when expungement isn’t possible,” she explained.

While not every case qualifies for expungement, URC ensures that all attendees receive guidance on their next steps, whether that means legal assistance, employment resources, or housing support.

The clinic is part of the organization's broader mission to help returning citizens reintegrate into society and contribute to the local workforce.
