SLIDESHOW: Owner charged after emaciated dog found in pile of garbage at trash facility in Warren

The owner of an emaciated dog that was found in a pile of trash in Warren has been charged.
According to a Facebook post from Healthy Hearts & Paws Project President and CEO Jason Cooke, the dog was found at Ohio Valley Waste Transfer Station in Warren as workers were preparing to move a heap of trash.
The dog, who has since been named Oscar, was taken to the Healthy Hearts & Paws Project. Cook says Oscar is emaciated and dehydrated and will be soon be seeing a veterinarian.
Cooke says he has since identified and located the owner of the dog, identified as 44-year-old Randall Charlton of Warren.
Cooke says Charlton admitted the dog was his and told him the dog had been missing for "quite some time," but Cooke says that didn't add up because he saw fresh paw prints at the house.
Cooke further said the dog's living conditions were "deplorable." You can take a look at photos of those conditions in the slideshow above.
Court records show Charlton is charged with one first degree misdemeanor count of animal cruelty. A warrant has been issued for Charlton.
