Man accused of hurling concrete onto passing vehicles from Youngstown building

Youngstown Police have charged a man they say was throwing chunks of concrete on cars as they passed a building on the city’s East side.
Hector Orlando was arrested early Monday by an officer who reported seeing someone throwing concrete onto passing cars from the second floor of a brick building at the corner of Oak Street and Garland Avenue.
The officer, who said he saw a piece of concrete strike a Jeep, was watching the building after dispatchers got reports that concrete had been tossed onto two SUVs at the same corner that morning. According to the police report, the concrete cracked the windshield of a brand-new Honda Pilot.
Orlando was ordered to come out of the building and was arrested.
Orlando, who is wanted in Philadelphia for OVI, was charged with felonious assault.
