Arrest warrants issued after malnourished dog found roaming Warren

Healthy Hearts and Paws Project founder Jason Cooke said that public tips led to rescuing a malnourished dog with sores that had been tied outside by an electric cord and broke free and roamed the neighborhood near Bonnie Brae Avenue in Warren.
Cooke posted pictures of the dog Wednesday night, which led to tips on who the dog belonged to.
Cooke and Warren Police went to the owners' home and spoke with one of the dog's caretakers.
Now, the owners — Karina Stefek and Makhi Hemmingway — are facing a misdemeanor charge of cruelty to animals and a second charge of abandoning animals in Warren Municipal Court.
A warrant has been issued for the arrest of Stefak and Hemingway on the charges. No court date has been set.
The dog, whose name is Carmine, is being treated at the Animal Medical Care Center and Cat Hospital in Niles and Cooke said they are optimistic the dog will make a full recovery. Several sores are visible on the dog's skin, tail and ears.
Cooke said he appreciated the public's help in this case and asked if anyone suspects animal neglect or cruelty to alert the local police or authorities.
