City of Niles ordered to pay $2 million in settlement with estate of man wrongfully shot by police
The City of Niles has agreed to pay $2 million in a settlement with the estate of a man who was wrongfully shot and killed by police in 2019.
According to a filing in the Trumbull County Probate Court from December of 2024, the court approved the settlement amount of $2 million to be paid by the City of Niles to the estate of Matthew Burroughs.
21 News first reported a settlement having been reached in this case back in March of 2024.
According to the filing, $1,241,691 in net proceeds from the settlement will be paid to Burrough's beneficiaries. The rest of the settlement money will go towards expenses such as attorney and legal fees and funeral expenses.
Burroughs was shot and killed by Niles police after he fled from a probation officer who tried to stop him outside of court. Investigators say he had a warrant out for his arrest.
A wrongful death suit was filed a year after the death naming several Niles police officers as defendants. By the end of the lawsuit, only officer Christopher Mannella was the only one named in the suit.
The complaint alleged that officer James Reppy fired five shots at Burroughs without identifying himself as a police officer or giving any warning prior to firing the shots.
The complaint went on to say officer Mannella shot at Burroughs three more times.
Furthermore, the complaint said that body camera video showed Burroughs's brake lights were on at the time he was shot, but neither officer had their body camera on before the shooting.
