Trumbull County Prosecutor opposes parole for man convicted of raping child in 1986
A man convicted of raping a child less than five years old in 1986 is up for parole in January and Trumbull County Prosecutor Dennis Watkins is urging the parole board not to grant him parole.
According to a press release from the Trumbull County Prosecutor's Office, 63-year-old Randall Whitmore is serving six 10-year to life prison sentences after being convicted in 1988 of six counts of rape, one count of gross sexual imposition and one count of disseminating matter harmful to juveniles.
The crimes happened in 1986 and included Whitmore having sex with a victim who was less than five years old at the time. Additionally, Whitmore tied her arms and legs to the bedposts and raped the victim multiple times.
Furthermore, Whitmore forced the victim to watch and read pornographic content with him and replicate the acts portrayed in said content.
Whitmore also had two more victims, who were aged eight and nine years old respectively at the time.
According to the release, Whitmore said he did this because he was "depressed all the time" and was fighting with his wife over a messy house.
In a letter sent to the Ohio Adult Parole Authority on Thursday, December 26, Watkins says Whitmore is a child sexual predator with a psychopathic personality disorder, which would make him extremely dangerous if he were to be released on parole.
"He sexually assaulted [the victim] between the ages of five and seven in ways that would sicken any human being with a conscience or a sliver of a moral compass," Watkins said.
Watkins also noted a letter from two other victims who were not involved in the 1988 conviction who said being with Whitmore was "the worst 25 minutes of [their] life."
This will be Whitmore's sixth parole hearing since 2013.
