A report detailing the findings of the Youngstown law department's investigation into allegations of racism within the city's fire department is finished, but the results remain a secret. 

Law director Lori Shells Simmons had previously told 21 News that her report was complete and that a statement would be coming from the city by the end of this week. 

When we checked with her office Friday morning, we were told by Brenda Duncan, executive secretary in the law department, that the statement would come from a spokesperson for the mayor's office no later than 11 a.m.

However, when that time came and went, no statement or report was delivered. 

"The Mayor has received the summary of findings on the investigation and is currently reviewing it. A statement on his course of action will be issued on Monday," a consultant hired by the city said in a statement Friday. 

The investigation began in October after allegations between fire chief Barry Finley and the Youngstown Association of Professional Firefighters in which each accused the other of racially motivated animosity towards each other. 

Finley and the union have long been at odds over rolling fire station closures, with the union accusing Finley of not prioritizing safety. Finley has maintained that he has no choice but to sometimes close stations because of too many firefighters calling off work. 

Simmons told 21 News on November 20 that she believed she was finished with her report, but needed to discuss it with the mayor before she could say for sure. After that, Simmons did not answer repeated calls, texts or emails on the matter until December 4, at which time she said an official statement would have to come from the spokesperson. 

21 News will continue to push for the release of the findings of the investigation, which are public records, and will bring you the details as soon as they are released. 

Youngstown Firefighters Local 312 President Jon Rocco told 21 News, "There has been no communication from the city regarding any progress on this matter. The Fire Chief's conduct towards our members that day was appalling and deserved immediate attention. Our members are growing concerned that the extended timeframe of this process may be a deliberate tactic used by the city to delay resolution."
