A former fugitive wanted in connection with a homicide in New Castle is back in a Pennsylvania jail and being held without bond.

Thirty-two-year-old Andrew Howard of Youngstown was transferred from the Mahoning County Jail to the Lawrence County Jail late Thursday.

Howard was arrested in July by the Ohio Adult Parole Authority on a warrant issued by New Castle Police for the April 2024  shooting death of 39-year-old Omar Hakim.

Police say Hakim's body was found in the driver's seat of a Chevy Tahoe SUV near East Moody Avenue and Carlisle Street with six bullet holes in the driver's seat window and a shattered rear passenger side window.

Another suspect, Angeline Masi-Carlucci was also arrested in connection with the shooting. She's accused of transporting the shooter, who is believed to be Howard to the scene of the crime just before it happened.

She was charged with conspiracy to commit homicide.

The next court hearing for Howard is scheduled for Thursday.
