Just last week, West Federal Street reopened in Downtown Youngstown after months of repaving work.

The closure left many bars and restaurants hurting, as accessibility to the main bar street became a major issue. While downtown saw a positive boost over the New Year's weekend, the colder months ahead could be yet another roadblock for businesses.

"It's easier for customers to drive down the street without any kind of detour getting in the way," said Joe Mamounis with Avalon Downtown Pizzeria & Bella Amica Boutique.

Bistro 1907 is seeing a major difference in traffic and even hotel business. Avalon Downtown also sees the crowds.

"I'd say it's only going to get better from here and it's great for us to finally see a light at the end of the tunnel from all this construction," Mamounis added. "It's looking great."

Bars saw packed crowds during the New Year's weekend but they're now faced with another challenge. The NPD Group's Total Restaurant Traffic report explains restaurants and bars see up to 11% fewer sales in January.

Even with Federal Street back open, V2 Trattoria and Gringo's were closed on Thursday.

Prima Cucina is also closed for January. Spots like West 34 and Draught House told 21 News they always prepare for these slower months.

The NPD offers some tips to bars to help curb the winter slump. Offer gift card deals, create resolution-friendly healthy meals, plan events to get people to dine out, and double down on delivery. The best way consumers can help is by eating and drinking locally.

"If you go to chain restaurants, you're putting money in CEO's pockets instead of the local family who's investing back into your little league baseball or high school sports," Mamounis explained. "You're being a part of the community by supporting local."

Bars told 21 News the crowd starts picking up around Saint Patrick's Day. This comes as the reconstruction of the area between Market and Phelps Streets is expected to begin sometime this spring.
