An East Palestine man accused of murdering a Lisbon man appeared in court Monday.

Michael Blower, 31, is charged in the March 3 murder of 40-year-old Rusty Steele on West Spruce Street in Lisbon.

During the hearing, Blower waived his right to a preliminary hearing and his case was bound over to the Columbiana County Grand Jury.

An affidavit filed in the case said Blower and Steele had been arguing with each other over the phone prior to the shooting.

Investigators say 42-year-old Christopher Mills was arrested for allegedly driving Blower to the scene of the crime.

Blower's wife also gave police the gun her husband allegedly used to commit the crime.

Police Chief Mike Abraham told 21 News Blower and Steele were connected, with both having a relationship with the same woman at different times.

Chief Abraham said Blower is married to a woman who had children with Steele.
