1997: U.S. Rep. Phil English, R-Pa., and Rob Portman, R-Ohio, appear in Hermitage to tout their IRS reform bill, which would level the legal playing field between taxpayers and the IRS. President Clinton says he'll sign the bill if it passes.
 
Edward J. DeBartolo Jr. steps down as head of the San Francisco 49ers and from the board of the Edward J. DeBartolo Corp. as he faces indictment on gambling fraud charges in Louisiana. 
 
The 11th District Court of Appeals sends the case of a 17-year-old boy who pleaded guilty to receiving stolen property back to Trumbull County Juvenile Court because the proceedings were not recorded. 
 
1982: Seven people are elected after neighbors block a Youngstown Street Department truck from dumping leaves in the Brier Hill area.  A tire was shot out on the truck, and some neighbors attacked police.
