The driver of an SUV was cited after troopers say they didn't stop for a red light, hitting a school bus with kids on board. 

Investigators say the bus rolled over shortly after 8:15 a.m. Monday in the area of State Route 193 and Tibbetts Wick Road. 

The bus was southbound on State Route 193. Troopers say a Toyota SUV driven by Christine Aiko Twaddle, 31, of Idaho was westbound on Tibbetts Wick Road and didn't stop at a red light, hitting the bus on its left side. The school bus rotated and overturned onto its right side.

Rescue squads were sent to the location to help nine children get out of the bus through emergency exits on the roof. Only an adult student aid passenger was taken to the hospital with minor injuries. The bus driver was not hurt. The bus from Community Bus Services of Trumbull County was transporting students from the township.

Troopers say Twaddle was not hurt, but an adult passenger in the SUV was taken to a local hospital with minor injuries. 

Twaddle was issued a citation for failure to yield and distracted driving.

Troopers say alcohol and drug impairment are not factors in the crash, which remains under investigation. 

The operator of the bus service tells 21 News that because the children were special needs students, they were wearing seat belts, which may have accounted for the lack of injuries.

The children were from different districts around the county. 

The Ohio Department of Education is currently weighing the pros and cons of requiring all students to wear seatbelts.

About 780,000 students are transported by school buses each day in Ohio, traveling an average of 773,000 miles.

The biggest hurdle is cost. Retrofitting a school bus with seatbelts ranges from $7,000 to $10,000.

Right now, Avon Lake and Beachwood City Schools are the only public districts using them in the state.
