A New Middletown Police Officer was arrested in Struthers Monday after allegedly slashing the tires and keying the car of another officer.

According to the report, a Struthers officer was at a home on the 500 block of West Wilson Avenue after his shift and attempted to leave after being there for an hour and a half.

Reports say the victim went out to his car and found that his rear passenger tire was flat and that his tires were cut.

The victim's car was also keyed.

According to reports, the victim looked around and saw an SUV parked near his car with a driver inside.

Police say the SUV drove away before the victim could talk to him. The victim then went back inside the home, and the woman said her ex-husband, part-time New Middletown Patrol Officer Kevin Hallquist, had an SUV matched the one that drove away.

According to the report, the officer in charge of the shift said that Hallquist had inquired about the victim's shifts and told the shift leader, "I'm not proud of what I did."

The victim contacted Hallquist, who allegedly said that he was proud of what he had done and did not say if there would be more damage in the future.

Police say Hallquist told the victim that he broke the "code" between officers because the victim did not ask for permission to talk to Hallquist's ex-wife.

Reports say the victim asked about his personal safety, and Hallquist replied, "I can't guarantee that. I don't know how it's going to go down."

The victim stated that he feared for his personal safety because Hallquist is employed by multiple police agencies and is armed while employed.

The police report lists Mercy Health police, New Middletown police, and Lowellville police as employers.

Hallquist was taken into custody and appeared in court on Monday.

Judge Leone ordered Hallquist to turn in his firearms, and his father posted his bond.

Hallquist is facing charges of criminal damaging and menacing by stalking.

A pre-trial date is set for January 13th.
