Trumbull County prosecutor says convicted rapist should stay in jail

A Lordstown man who is currently serving four sentences of 10 years to life for rape is eligible for a parole hearing next month, but Trumbull County Prosecutor, Dennis Watkins, says he should should stay in prison.
David Lockney, 59, has been in prison for 28 years for repeatedly raping a seven year-old girl in 1986 and 1987.
Lockney was denied parole in 2002 and 2011, but is up again for consideration in front of new members of the Parole Board.
In a letter from October 8, Watkins continues to object to Lockney's possibility of parole.
Watkins asks the Parole Board to understand the magnitude of the serious physical harm and permanent injury the child suffered at the age of seven and likely could have died if it not had been for a relative who sought medical treatment for the victim.
“Due to the given reasons, we request David Lockney be denied parole for the maximum period allowed under law,” according to the letter.
Watkins added in the letter, “Lockney is the poster person for the death penalty for child rapists.”
Lockney is scheduled for a parole hearing in November.
