Newly released 911 audio shows the chaos of that day, and how delays by the Youngstown Water Department and FirstEnergy hampered rescue attempts to get inside that building.

21 News obtained pictures that show people dressed as construction workers taking items out of the realty building at dusk, on the night of July 11.

For several days , 21 news has been looking into the possibility that items were taken after Wednesday, July 10. 

Much of the uncertainty lies with what crew was working on the building, and the qualifications of these workers.
One of the questions 21 news has been asking is why the city awarded this work directly to the building's owner without taking bids.

The district has blamed a nationwide and regionwide shortage of drivers, but the state has taken this extra step of holding back funding over unreliable transportation.

The Ohio Auditor's Office called this an "excessive and extravagant use of District resources and behavior a prudent person would not consider reasonable and necessary business practices..."

If a property owner has missed two payments or a full year of taxes the counties are able to foreclose on the home.

"I was skeptical of the group because I actually didn't want to believe I was being scammed out of $1,600, but then once I joined the group it was pretty evident I wasn't going to get a puppy or my refund."
