Some Trumbull County residents are complaining about a woman who moved in next door on State Route 88 in Vernon Township.

She has no electricity, water, or a septic system, only a loud generator. Although it may be a nuisance to neighbors, there may be nothing they can do if she's not breaking the law.

Ronata Phillips moved onto the property in September 2024. She set up two campers, a portable toilet, and the generator.

She said that's all she can afford for now.

But some neighbors are fed up. Those living nearby said the generator is loud out at night, to the point where people can't sleep.

Phillips said she wasn't doing anything wrong, and Vernon Township does not have zoning or noise ordinances.

"My generator's not that loud. It does not run 24/7. I run it sometimes a little bit in the morning and sometimes in the evening," Phillips said, "I have limited income. there's only so much you can do by the end of the day."

However, properties are required to have a septic system, something the health department told 21 News is in the process of happening on Phillips property.

As it stands, she said water from washing her hands and dishes is being released into the creek by her camper, which will need to be fixed according to public health officials.


"I'm working on getting a septic system, it takes time," Phillips said, "It takes money. I have no debt here. I am trying to limit my debt."

The health department said Phillips has been cooperating and following the proper steps, but said they will continue to monitor the situation.
