On Thursday, the state is expected to release an audit on Youngstown's finances. 

City leaders say they expect the audit to cover their 2017 finances and to find that the city is not in full compliance regarding the controversial use of water and wastewater funds toward economic development. 

The city previously told the state they "could not accept" the 15-year repayment plan proposed by the state. It's unclear what impact this discrepancy on the city's record will have on their future financial endeavors. It's also unclear on what "next step" the city may be able to take regarding their position.

The city's interim finance director says this is "uncharted territory." 

Mayor Tito Brown declined to go on camera until he's able to review the audit and potentially discuss the matter with the state.
