Police say they spotted Heather Lynn Church attempting to flag down a vehicle on Hillman Street in an area known for prostitution.
Church denied trying to stop cars, claiming that was leaving a friend's home in the area.
Police say the Warren woman gave them a false name and told them she couldn't remember her social security number due to a brain injury.
Church, who turns 29-years-old one week from today, insisted she was telling officers the truth about her identity until she arrived at the Mahoning County jail where she was booked on charges of loitering to engage in prostitution and obstructing official business.
Police also found out that Liberty Police have a warrant out for the woman's arrest.
Noticing that Church had a severe sunburn, she was treated at St. Elizabeth Hospital before being returned to jail.
