YOUNGSTOWN, Ohio- A judge has ruled against a man who wants to operate a shrimp farm on Youngstown's east side.

Ron Eiselstein started his shrimp farm last year as an experiment, but was ordered to cease and desist by the city after they claimed he misrepresented himself.

They said he dug several ponds but only made the city aware of one of them.

Eiselstein's request for a preliminary injunction was denied Monday, making it so that he is no longer allowed to operate his farm in the city.

Councilman DeMaine Kitchen said Eiselstein promised to put up a fence and to landscape the ponds, which he said hasn't been done.

The city also said he does not have the proper permit to run the farm.

Eiselstein said he will file a request for a permanent injunction within the next six months, saying he wants to work with the city to obtain the proper permits to keep the farm operating.
